Pennsylvania Fishing License Costs & Rules for Out-of-State Anglers

Who Needs a License?

• Ages 16 and Older: Required for all residents and non-residents.
• Under Age 16: Not required to have a license. However, a Voluntary Youth Fishing License ($2.97) or a Free Mentored Youth Permit is available for young anglers who wish to participate in specific youth-focused programs.
• Assisting Adults: If you are an adult helping a child (casting, baiting, or netting) and the child is within arm’s reach, you do not need a license as long as you are not the one actively fishing.

Special Permits & Saltwater Rules

• Trout Permit ($14.97): Required if you are specifically targeting trout or fishing in Stocked Trout Waters (such as during the spring Shad run if trout are present).
• Freshwater vs. Saltwater: All fishing at Beltzville Lake and the surrounding Forest Inn region is freshwater. Pennsylvania does not have a separate saltwater license; however, if you are fishing the tidal Delaware River, different reciprocal agreements with neighboring states may apply.
• Exemptions: Certain active-duty military personnel (PA residents stationed outside the state on leave) and certain disabled veterans may be eligible for free or reduced-fee licenses.

Where to Buy Your License

You should obtain your license before arriving at the meeting spot at 2950 Poho Poco Drive. You are not required to display a physical tag, but you must carry a printed copy or a digital version on your mobile device.

2. In-Person: Visit any authorized issuing agent, such as local bait shops, sporting goods stores (like Walmart or Cabela's), or the County Treasurer’s office.
